Blipr has zero tolerance for child sexual abuse and exploitation (CSAE), including child sexual abuse material (CSAM). Blipr is an adults-only (18+) service, and any content or conduct that sexualizes, endangers, or exploits a minor is strictly prohibited and reported to the authorities.
These standards describe how Blipr ("we", "us"), operated by Rick Foster, prevents, detects, and responds to child sexual abuse and exploitation, in line with Google Play's Child Safety Standards policy and applicable law. They apply to everyone who uses Blipr.
An adults-only service
Blipr is intended only for people 18 and older. We ask every user's date of birth at sign-up and block account creation for anyone under 18. We do not knowingly permit minors to use Blipr, and we do not knowingly collect information from anyone under 18. If we learn that an account belongs to a minor, we remove it.
What is prohibited
Child sexual abuse material (CSAM) — any depiction, real or synthetic, of a minor in a sexual context.
Sexualization of minors — sexual comments about, or sexual solicitation of, a minor.
Grooming, enticement, or sextortion of a minor.
Trafficking, endangerment, or any other exploitation of a minor.
Sharing links, contact details, or content that facilitates any of the above.
Violating any of these results in immediate removal of the content, a permanent ban of the account, and — where CSAM or a credible threat to a child is involved — a report to the National Center for Missing & Exploited Children (NCMEC) and/or the relevant authorities.
How we prevent it
Age gate. Blipr is 18+. Every account requires a date of birth, under-18 sign-ups are blocked server-side, and a device that has told us it belongs to someone under 18 stays blocked.
Anonymous by design, but not unaccountable. Public posts carry no identity, but every account is tied to a verified phone number, so abusive accounts can be banned and, where lawful, identified to authorities.
Automated moderation of every post. Submitted text is screened before it goes live for sexual content, threats, personal information, and content that names or targets an identifiable person, using automated filters and an AI moderation service. Content that sexualizes a minor is blocked.
Ephemeral, non-hosting design. Public posts are short text (and optional links to music) that fade in about 24 hours; Blipr is not an image- or file-hosting service.
Rate limits and bot protection to prevent abuse at scale.
How to report — in-app and to us
Every blip has a Report control (the flag icon), including a dedicated "Involves a minor / child safety" option. A report using that option immediately removes the content from view pending urgent human review — it does not wait for any threshold.

If a child is in immediate danger, contact your local emergency services first. In the United States you may also report to the NCMEC CyberTipline at report.cybertip.org or 1-800-843-5678.
How we respond
Reports flagged as child safety are hidden immediately and prioritized for human review.
Confirmed violations result in permanent removal of the content and a permanent ban of the account.
Where CSAM or a credible threat to a child is involved, we preserve the relevant records and report to NCMEC and/or law enforcement as required by law, and cooperate with lawful requests.
Compliance
We comply with applicable child-safety laws in the regions where Blipr is available, including U.S. reporting obligations regarding CSAM. We review these standards regularly and update them as our product and the law evolve.
